What is the relationship between Pell Grant and CalGrant? The student gets one or the other? not both?

For CalGrants, do adult students who complete an equivalency test or earn a diploma count as a recent high school graduates? Age doesn't matter? Do they need to apply for the semester immediately after their graduation? What makes them not a recent graduate?

Students who are taking ESL classes, are low income and have BA/BS degrees from other countries, are not eligible for Pell grant. Are they eligible for any type of Cal Grant?
